Rotary Hears Plans for Jefferson County’s First Dedicated County Park

At its April 1 meeting, Rotary welcomed Becki Zaglifa of Jefferson County Parks and Recreation for an engaging presentation on the county’s plans to develop its first dedicated county park near Shepherdstown.

Zaglifa, who has been with Jefferson County Parks and Recreation since 2007, brings a deep commitment to community-building through recreation and the arts. Over the years, she has served as an aquatics instructor, art teacher, camp leader, and preschool program manager—experiences that continue to shape her vision for creating spaces where people connect, grow, and thrive.

A Park Designed with the Community in Mind

The project is currently in its conceptual design phase, with Jefferson County Parks and Recreation actively gathering public input through community surveys. This feedback will help shape the park’s final design and ensure it reflects the needs and priorities of local residents.

The park’s location beside Shepherdstown Elementary School creates a “park/school” model—an approach that maximizes shared community benefit by integrating recreational space with educational infrastructure.

Strong Partnerships and Long-Term Planning

The project is made possible through a 30-year land lease agreement with Jefferson County Schools, along with funding that has been set aside from the school levy over the past five years. Planning and design efforts are being led in partnership with Michael Baker International.

Complementing Existing Recreation Options

While this will be the county’s first dedicated park, it is intended to complement—not replace—existing recreational spaces such as Morgan’s Grove Park. Together, these assets will expand access to outdoor recreation across the Shepherdstown area.

This project represents a meaningful investment in community health, accessibility, and quality of life. As planning continues, residents are encouraged to stay engaged and share their input to help shape a park that will serve Jefferson County for generations to come.
