The Rotary Club is pleased to welcome Tammy Clay into the Rotary Club of Shepherdstown this month!
Tammy Clay has lived in Shepherdstown, WV, for the last 16 years. She was born and raised primarily in the rural mid-west and moved to Rockville, MD, in 2002, after living in Hawaii for 20 years. Tammy recently retired (April 30, 2026) after working for the Indian Health Service (IHS), Department of Health and Human Services (HHS), located in Rockville, MD, for almost 25 years. She worked as a Policy Analyst within the Office of Tribal Self-Governance for the last 10 years, working with Tribes who operate their own health systems and writing annual Reports to Congress on the program, among other duties. Prior to this position, Tammy served as a Management Analyst/Information Collection Officer for the IHS from 2009-2016, within the IHS Division of Policy and Regulatory Coordination. From 2002-2009, Tammy served as a Public Health Advisor, within the IHS Division of Behavioral Health, where she oversaw various behavioral health programs and initiatives within the IHS, such as suicide prevention, substance abuse prevention/treatment, and child mental health initiatives on the national level. She also served as Co-Chair for both the IHS and Canada’s Tribal and First Nation’s Suicide Prevention and FASD Prevention Workgroups for several years. Additionally, Tammy served as a Brookings Institute Fellow and Legislative Assistant for Senator Baucus of MT in 2008-2009.
